Description Briefs for Sir Burke Trend, Secretary to the Cabinet, visit to the US to meet Dr Henry Kissinger on SALT, MBFR, Security Conference, the US/German offset agreement, burden sharing in NATO. Points of potential friction in between UK and US policy include the US desire to involve the UK in creation of a South East Asian neutral bloc, the President's intention to deal with the North Vietnamese without inhibition except the use of nuclear weapons, continuing US hostility to India and US suspicion that the Indians are merely pawns of the Soviet Union, US intention to give military aid to Pakistan, US plans to create a neutral bloc at the western end of the Persian Gulf, the US view that an Arab/Israeli settlement cannot be based upon the principle of total withdrawal from occupied territories.
