Description | Record of a meeting between the Foreign and Commonwealth Secretary, Leonard James Callaghan, and the US Secretary of State, Dr Henry Kissinger. Discussions regarding Kissinger's trip to Moscow and the prospect of detente, the European Security situation in the Middle East. The main subjects of the Moscow talks had been the Middle East and the Arab/Israeli dispute, SALT and the CSCE as well as some discussion on force reductions in Europe (MBFR), Berlin and the Federal Environmental Agency and the Federal Energy Office, a ban on underground testing, a ban on use and production of chemical weapons. Kissinger said that the following bilateral topics had been discussed with the Russian; a long-term economic agreement, energy questions, a joint space probe, artificial heart research, the role of Summit meetings in giving impetus to bureaucracies to reach decisions. Callaghan and Kissinger then discussed US/Europe consultations including US/EEC Declaration, Euro/Arab dialogue, Declarations including the Declaration of the Nine and the NATO declaration and the announcement of U2 flights from Cyprus. Record of a conversation between the Prime Minister Harold Wilson and Kissinger on SALT and MIRV, France, Israel, Egypt, Syria, Lybia and Colonel Muammar Abu Minyar al-Gaddafi. Discussions then turned to the leadership of China. |
