Title Messages between James Callaghan, Secretary of State for Foreign and Commonwealth Affairs, and Dr Henry Kissinger, US Secretary of State (1974)
Description Messages between Nixon and Callaghan congratulating each other on Anglo/US relations and their new positions within their respective offices. The messages included concern the effects of the energy crisis, rapid inflation, arrested growth, increasing strains on the international financial system and narrowing opportunities for governments to control their countries' own political and economic destiny. The US Government seeks the cooperation among the major oil consuming areas of Europe, North America and Japan. The messages are also concerned with the political forces at work in Greece and the Cyprus situation involving Turkey, the problems of Rhodesia and the importance that HMG attaches to the repeal of the Byrd amendment, talks with President Assad in Damascus which concentrated on defining more precisely the areas of agreement and disagreement between the Syrians and Israelis on such matters as the UN role, limitations on armaments, return of civilians to the area Israel evacuates and prisoner exchange, discussions with Mario Soares concerning Portugal and Spinola, talks with Gromyko in Geneva concerning the CSCE Conference, talks with the Syrian representative on and Israeli withdrawal sessions with Gromyko concerning the Middle East, where the US stand on their current discussion with the Israelis and the Syrians. Discussion were continued with Gromkyo on SALT and preparations for the President's visit, discussion with Fahmy concerning the vision of President Sadat. Other discussions with Van der Stoel, Thorn and Scheel on US/European relations, the NATO Declaration adn the NATO Ministerial meeting in Ottawa. President Nixon's report to Congress on the Jackson-Nunn Amendment which concerned the enactment of Section 812, an initiative Nixon's Administration took to seek Allied cooperation in developing a solution to the financial problems arising from the stationing of US forces in NATO Europe.
